Once the Cipher is gone, that will be able to trigger some response and that is the period when new SELF comes in. But I wonder whether or not Xeno knew what is the Cipher till now. If the new SELF is successful, I might be able to be obtain D.U. and thanks to that, things are going my way. Right now, Cipher needs to go down completely and after which another shock will be applied to finish the job. It's almost over Xeno. You have better be prepared, but still there's nothing much you can do.
